Open adoption laws in the U.S.

Can someone tell me what states have open adoption laws, and does the
release of identifying information apply to adoptees prior to the new
law?  Was the openness made retroactive?

Hello:
Try this link for Bastard Nation.  There is a list of open states about
half way down on the front page.  Good luck!
