CALIFORNIA http://www.turnto23.com/news/9191934/detail.html Second Baby Surrendered At Fire Station May 10, 2006 BAKERSFIELD -- Bakersfield City Firefighters found a newborn baby outside the downtown fire station Tuesday morning. Firefighters determined the baby to be about two hours old at the time he was found, but healthy. The Safe Surrender Program allows mothers three days after the baby's birth to give up the child without penalty.
