Muddled Minnesota Records Law Dies in Committee

A convoluted bill which would have made OBC's available to some
adoptees and not others, depending upon  a complex set of factors
including date of adoption and whether certain documents had been
filed or rescinded by birth parents for those born within a certain
period, died in committee this year.  It was the second year for the
bill although still part of the same session. (Nothing's simple
here.)  IIRC, that's it for this one.  A new effort will require new
sponsorship and a new bill.
