It does not say that AT ALL.
What it does say is somewhat arguable; clearly the children of consular
admissions are not citizens by birthright. But for all others, so far as
has been determined by SCOTUS, they are in fact citizens.
Whether or not they're _good citizens_ is still open for debate...
regardless of whether or not their parents were citizens.
