This prposed bill of the Texas Senate would allow the following:
CHILD SUPPORT GUIDELINES
BASED ON THE MONTHLY NET RESOURCES OF THE OBLIGOR
1 child 20% of Obligor's Net Resources
2 children 25% of Obligor's Net Resources
3 children 30% of Obligor's Net Resources
4 children 35% of Obligor's Net Resources
5 children 40% of Obligor's Net Resources
6+ children Not less than the amount for 5 children
(c) If the obligor's monthly net resources are less than
$2,000, the court may order, after application of the guidelines,
additional amounts of child support as appropriate, based on the
income of each of the parties and the proven needs of the child,
except that the obligor may not be required to pay an additional
amount of child support that is more than the greater of the
presumptive amount under Subsection (b) or the amount equal to 100
percent of the proven needs of the child.
This is OUTRAGEOUS!!! Anyone in Texas, please ensure you write the
crazy nuts who have come up with this...I love how it says the "100%"
of the needs of the child...ah, you see...20% DOES cover 100% of the
needs of the child...the CP basically is not responsible for ANY part
of the financial support of the child...

Texas is a percent of net income state. So far as I can tell the
percentages above are not a change from current CS Texas guideline
percentages. I am unclear as to what changes the proposed bill would have
on CS awards in Texas.

The change lies in that if an NCPs net resources are less than 2K a
year,
the court can at it's discretion charge the higher of the percentages
above
or 100% of the proven needs of the child.
So if someone based on the 2K has to pay 400USD a month and the mother
has a low paying job or no job or claims anything at all, the courts
now have
the power to charge the 100% of the needs of the child to the father,
in addition
to the 20% already being charged...
Below is the change that describes this...
