These reviews are part of the smoke and mirrors that goes on behind the
scenes prior to public comments.  The details are never really fully
disclosed.  There can never be any factual debate because there is no
disclosure of the methodology.

The problem is when an NCP's wages increase their paychecks are responding
to inflation.  And when the CS guideline amounts increase they are
responding to the same inflation.  So the combination of guideline creep and
wage creep are a duplicate response to the same economic changes.
