talks too much

OK moms...  It's been a LONG LONG time since I've posted here, but I have an
issue.  OS (8.5) talks WAY too much.  To the point where he gets in trouble
in school, at scouts, at Tae Kwon Do, and is starting to lose friends.  He
just goes on and on and on...you get the idea.  He literally CANNOT stop.
Once he starts he's like a freight train.  It's as if he doesn't even HEAR
anyone trying to tell him to please be quiet.

SO...!  Does anyone have any suggestions on how to get him to be a little
LESS verbose?  Other than this, he's a very good, smart kid.  Very obedient
and listens very well.  Any thoughts?  Thanks in advance!!

    Could be lots of things.  Is there anything else he
does?  How's his impulse control in other areas?  Does he
fidget?  Does he twiddle things?  How's his hearing?  Some
kids just get so lost in their own thoughts that they really
don't hear others when they get on a roll.  You might be able
to work out a signal with him--something like putting your
hand on his arm when he needs to stop reassess the situation.
Touch might get through when verbal requests don't.

Hi Dawn! I remember you! How have things been?  Sorry - not a lot of advice
on the talking thing - we've had discussion with os (9yo) about appropriate
times to talk (wrt school etc).  But identifying when it's ok and when it's
not, is more clear cut than 'too much'.  good luck.

How about a challenge?  No talking until a timer goes off and slowly
increase the time on the timer.

Do some role playing with him on times when it is appropriate to be
quiet.  

Try whispering when you want him to do something, accompanied by a
touch on the arm.

Do you have debating clubs in the area? Even if he's too young, can
you take him to just to observe? You can show him how people talk to
make a point not just to hear themselves talk.
