This is all totally dependent upon which two districts
you're talking about, and not all school districts will allow
it. You will have to talk to the officials in your school
district and the one you wish to be in. I wouldn't lay great
odds for success unless you can show that your child's needs
cannot be met in your assigned school district.

I assume it all depends on where you live... In WI, a person needs to
apply for public school open enrollment in February prior to the school
year they wish to open enroll in another district. There is no cost
involved in WI.... I have good friends who both work in the city their
children are open enrolled in. In their case, the school district they
live in is defined by the middle of their street.... the kids across the
street from her are considered "our" district, but my friend and family
are a different (smaller, and actually further away) district.
The kids across the street are provided free busing, but I think if my
friends' kids chose to take a bus they would need to pay a fee, but
don't quote me on that. Instead, the parents drop the kids off at
school on the way to work.
Other than transportation, there is no cost involved (at least in our
district). The state works that out somehow with state funding on a per
pupil funding of some sort.
We don't have many fees for books, and the open enrolled kids pay the
same as the kids living in our district...
I found many websites with all the info needed by googling
Wisconsin+open enrollment... try it with your state, if you are from the
US.
I know many kids do this in our district, sometimes because of sports
that our district offers that some of the outlying districts don't
offer, or because we are a division one school for sports, and some
parents want their kids going to a division one school... Our district
also offers more gifted and talented education services than some of the
nearby smaller districts.
