What exactly is junior kindergarten? Do they go from that to
Kindergarten the following year? If so, I would say just send them
both and then reassess when regular K arrives. Chances are, unless she
has serious delays, they will both be ready after a year of junior K.

Here we have two years of kindergarten, junior and senior. JK is not
compulsory, but most kids go. The more I think about, I'm on board with
your suggestion. It makes sense to send them both and THEN deal with the
issues as (or if) they come up. Chances are they'll both do fine and going
to school will help her mature. She doesn't have any major delays. In
fact, if she was a singleton I probably wouldn't give it a second thought.
It's just that the contrast to her sister makes me feel concerned.
