So much so, that DCF in FL recognized its efficacy in fighting child abuse and neglect in a vulnerable population. You know, it, though, DCF somehow just couldn't find the CASH to provide for UNIVERSAL PRESCHOOL FOR ALL FAMILIES OF LOWER INCOME WHO DESIRED IT.
